Through significant engagement with the Local Planning Authority and discussions with officer’s at Hertsmere Borough Council, the plans have been amended to reflect discussions regarding the quantum of the development.
The maximum amount of development proposed as part of the current application for outline planning permission was reduced from 45,000 sqm to 30,000 sqm. The updated illustrative masterplan can be seen below.

Construction phase
- £42 million investment into Hertsmere’s economy over a 1.5 year construction period.
- 219 full-time jobs created through construction
- 243 full-time jobs created through supply chains during each year of construction activity
- £18.6 million added to the economy in GVA in addition to a potential £22.2 million GVA more widely through direct and induced effects
Operational phase
- Potential to support approximately 429 full-time logistic jobs on-site with a further 189 full-time jobs across the wider region
- £21 million annual GVA per year in addition to a further £13.5 million GVA more widely across the East of England once operational
- £13.6 million in gross earnings each year that would generate up to £1.6 million in income tax payments and a further £1 million in National Insurance contributions each year
- Would generate approximately £814,000 in business rates annually that would be retained by Hertsmere Borough Council to support the delivery of essential services locally
As part of the plans, a new bus route along the A41 will be introduced to be known as the 316. This will provide significant public transport in an area which currently does not have access to any.
This new route will support Hertfordshire County Council’s shift towards promoting public transport as a more sustainable and environmentally friendly form of transport and will benefit the wider Hertsmere area.
The new route will operate daily, every 30 minutes during peak times, and will connect Elstree & Borehamwood Station to Watford Junction along the A41 strategic employment corridor. In addition to the application site, this route will provide connections to a number of existing employment sites and residential areas.
This new bus route, along with cycle and pedestrian upgrades proposed by the applicant, will provide sustainable travel connections to the site, and to the wider A41 employment corridor.
Nolan Brothers Property Limited have agreed to fund this new public bus route for five years, and this £4m commitment will be secured under a Section 106 agreement.
